The 25th United Nations Climate Change Conference (COP25) is currently taking place in Madrid, Spain. Officially opened last Monday, the event will run through to 13 December.

As half a million people take to the streets in Madrid calling for stronger action on climate change, the first week of negotiations have been characterised by delay tactics in target setting process.

Instead of discussing the most pressing problem of how to ramp up ambition in setting stronger emissions reduction targets for each country (Nationally Determined Contributions NDCs) negotiations have not progressed as anticipated.
